Seminar on Force Finance and P&D Work |

Finance Wing, Planning & Development (P&D) Branch and Training Wing jointly organised a seminar recently to help Force members better understand budgeting and auditing in the Force, as well as the roles and functions of P&D Branch. The seminar attracted a big audience of officers of inspectorate rank and above, as well as civilian staff, whose feedback was overwhelmingly supportive and encouraging, indicating that the briefing has met its objectives. Addressing the seminar, Financial Controller, Mrs Kitty Cheng told the audience about the Force Budget for 2005/06, one-line vote, operating expenditure envelope, and the means available to major formation commanders to via their budgets to meet incidental expenditures. P&D Branch Chief Superintendent, Ms Barbara Willison outlined the Force's capital works achievements in recent years. They included, among others, the Station Improvement Project, the new Police Headquarters, and the NT South Regional Headquarters and Operational Base. She attributed the success of these projects to the full support and valuable feedback from Force members. Superintendents Simon Leung and Fandy Ho from P&D Branch shared their valuable experiences with the audience on Station Amalgamation projects and other capital and minor building works. Two other speakers, Senior Superintendent Patrick Li and Senior Executive Officer KY Cheng from Finance Wing, also addressed the seminar. Their presentations on store management and auditing in the Force helped District and Divisional commanders and their staff better handle store supplies and documentation in accordance with the relevant auditing procedures, and strengthen their internal control measures. The seminar was one of a series of briefings being organised by Training Wing's Professional Development Learning Centre. The briefings aim at enabling Force members to have a better understanding of the work of different policy wings, as well as the Force's current and future developments, so that they can better support each other in policy formulation and implementation. The next seminar will be held sometime after the Hong Kong Ministerial Conference.
