Five members of the Independent Police Complaints Council (IPCC), Mr Edgar Kwan Chi-ping, Mr Daniel Cham Ka-hung, Dr Charles Koo Ming-yan, Dr Tse Tak-fu and Mr Frederick Tong Kin-sang, visited Traffic New Territories North (T NTN) in Tai Hing Operational Base on October 13. Mrs Brenda Fung, Secretary of IPCC, also joined the visit for the first time since her assumption of the office in September.

During the visit, SSP T NTN Chiu Kam-fai and SP E&C NTN Ho Hon-cheung briefed the members on the traffic management strategy in the Region while officers of T NTN also demonstrated the use of the breath-screening device for detecting drink driving and anti-racing tactics. The visit concluded in Lok Ma Chau with a briefing by DVC LMCDIV Nicholas Cuthbertson on the main traffic management issues at the Lok Ma Chau-Huanggang cross boundary shuttle bus terminal.

Accompanying the IPCC members on the visit were Complaints & Internal Investigations Branch (C&IIB) Chief Superintendent Wong Fook-chuen and Senior Superintendent Stephen Verralls. The visit was organised by C&IIB as part of a programme to further enhance IPCC members' understanding of frontline policing.
