The Force has adopted a five-phased approach to implement Knowledge Management (KM). As part of the Phase IV development, it is intended that a Peer Adviser Scheme (PAS) be established.
Concept and objective of PAS
The concept of PAS is similar to, though more comprehensive than, a "yellow page" or "expert locator" system containing a list of experts inside the Force, whom can be approached for advice. The objectives of PAS are:
* to provide a quick and easy appropriation of tacit knowledge (e.g. know-how, judgement, experience, insights and skills) from experienced and knowledgeable officers, through "person-to-person" contact;
* to effectively and efficiently share, use, and retain those experience and knowledge needed for Force members to discharge their policing duties;
* to accelerate learning and take the most appropriate actions without re-inventing the wheel;, and
* to prevent repeatable and avoidable mistakes.
Implementation of Peer Adviser Scheme
The Knowledge Management (KM) Team of Service Quality Wing (SQW) has been implementing PAS since February 2005. Three subject areas, namely "Public Order Policing", "Deception" and "Training", are covered as a pilot programme of this scheme. Particulars of experienced officers have been uploaded to PAS webpage, AdvisoryNet (See opposite), for Force members who may need advice on the aforesaid subject areas.

Operation Mechanism
Officers who wish to seek advice from the Peer Adviser, can access the Webpage in the KM portal on POINT, from which they can obtain particulars of the listed Peer Advisers in the subject areas of "Public Order Policing", "Deception" and "Training". Advice on the subject areas can be sought by phone calls, email via PEN or face-to-face discussion. Having sought advice through the scheme, the advice seeker will be required to complete a simple e-evaluation form, which is available on the same Webpage in the KM portal on POINT. Review
A review of this pilot programme will be conducted this month. Should any Force members have any suggestions about the scheme, e.g. increasing the subject areas, etc., may contact the KM Team direct. Inputs will directly contribute to the scheme's ultimate success.
Knowledge Management Related News
Personal Knowledge Management (PKM) is a new trend in the domain of KM. To provide Force members with a better understanding of PKM, five sharing seminars will be held by the KM Team on a monthly basis from November to March 2006. The first seminar, tentatively scheduled for morning of November 26, will be focusing on Search Engine and its comparison. The KM Team welcomes participation in the seminar series.
