"Weaving Operation" - a project jointly run by the Yuen Long Police Community Relations Office, government departments and non-governmental organisations to handle teenager problems - has won the outstanding award of the Theme Group of the Best Practice Awards in Social Welfare Reward Scheme 2005. The award signifies that the project has gained the support and recognition of society. PCRO YLDIST and the YLDIST Volunteer Workers Team launched "Weaving Operation" in June, 2004 in conjunction with the Christian Hong Kong Lutheran Church Social Services Department (Tin Shui Wai Teenagers Field Social Working Team), Tuen Mun Probation Offices of Social Welfare Department and Occupational Therapy Department of Castle Peak Hospital to help the teenagers, between 15 and 18 years old, who are receiving probation services in Yuen Long and Tuen Mun. The project brings social workers, police officers, occupational therapists or other professionals together to achieve "synthetic synergy". With their legitimate authority, probation officers raised the motivation of the learners of the project. The discipline and physical training of police officers enhanced the learners' senses of obeying discipline and abiding by law, reducing their chances of committing and relapsing into crime. On the other hand, the occupational therapists of Castle Peak Hospital provided professional assessments to let the learners understand their own occupational inclination and interest, while the business sector offered jobs for the learners to have a foretaste of the actual working lives. Field social workers played different roles in pooling the influences of all professionals to help the learners maximise their developments. So far, 43 learners have joined the project, with 28 learners (83 per cent) having completed all training and 20 (60 per cent) having found employments. "Weaving Operation" has beaten 90 entries to win the Theme Group outstanding award of the Hong Kong Council of Social Services' "Best Practice in Social Welfare" Reward Scheme 2005. One of the Adjudicating Panel members, Legislative Councillor Ms Chan Yuen-han has praised the project for helping the youngsters on probation change their pessimistic lives and working manner.
