Fellow officers and civilian colleagues,

I write to you this evening as the curtain draws on the proceedings surrounding the Hong Kong Ministerial Conference (HKMC). It is with considerable personal satisfaction that I now reflect on the outstanding efforts of you all.

The undertaking by the Force to meet the security and policing requirements for HKMC necessitated complex planning and thorough preparation. Considerable efforts were made by many Working Groups to produce sophisticated plans that needed to dovetail into a practical, flexible and all embracing operational plan. We were under no illusions that this was to be a formidable challenge but embarked on it with determination and enthusiasm.

On the ground, we witnessed leadership and courage in the face of committed demonstrators. Officers, whilst always holding the operational objectives foremost in their minds, displayed determination and resolve. In the face of unacceptable levels of provocation and violence officers held the line, safe in the knowledge that they were supported by their brother officers who stood side by side with them facing the same ugly scenes of violence. As individuals you showed strength: as a Force you were unconquerable.

This could not have been achieved without the support of intelligence, liaison and logistical services including communications, catering and transport.

Notwithstanding the policing responsibilities for HKMC, the Force was able to fully meet its day-to-day policing commitments.

The HKMC is but one week in a busy year for us all. The community of Hong Kong is our most important ally and you have retained their confidence through this trying week. Let us continue to engender their trust as we move through our busy operational calendar during the Christmas festivities.

You have acquitted yourselves in a thoroughly professional manner and in so doing have preserved the good name of the Force, both at home and on the international stage. Ladies and gentlemen, I offer you my unreserved congratulations - I am proud of you all.
