Senior officer returns from FBI course

Wan Chai Assistant District Commander (Crime) Karl Spencer has returned to work after completing a 10-week training course at the FBI National Academy, as well as a weeklong attachment with the New York Police Department (NYPD). At the FBI National Academy, Mr Spencer studied a number of criminal justice related courses together with 218 police officers from different states of the US, and 28 police officers from other international countries, such as Iraq, Afghanistan, South Africa, Mongolia, Guyana and Lebanon. Mr Spencer had also introduced the work of the Force in the context of Hong Kong being a major tourist destination with a unique geographical environment. He also gave a colourful presentation that helped promote Hong Kong's image among the other police officers, many of who expressed a keen interest in visiting Hong Kong. First HK police officer attaches to NYPD After graduating from the FBI National Academy, Mr Spencer flew to New York where he became the first Hong Kong Police officer to have attended an attachment with the NYPD. In addition to meeting numerous senior officers from the NYPD, he took the opportunity to visit various criminal investigation units, including those dealing with gang activities, organised crime, computer crimes, special victims and hate crimes. During his attachment, Mr Spencer also visited the Chinatown Precinct where he met the Commanding Officer, Deputy Inspector Michael Lau, and Mr Eric Ng, the President of the Chinese Consolidated Benevolent Association of New York, as well as other influential community leaders. They discussed the operations of Chinese criminals in New York, in particular the activities of triad groups, and Mr Spencer was able to gain a good insight into the crime situation of the Chinatown area.
