CIS version 9.1 enhances Bail Module

In the last issue of "ForceByte", we introduced one of the key enhancements of CIS version 9.1 - PIPS. This time we would like to describe another key enhancement - Modification of Bail Module. The modified module provides more user-friendly functions to strengthen the security of the bail process and to assist supervisors to monitor the bail movement of their Formation.

In the current design of CIS, the Duty Officer can conclude the police bail after he has received written instruction via "Minutes" from the OC Case. In the new version, only the OC Case is able to conclude the police bail in the "Conclude Bail" function. The "Conclude Bail" function includes "Refund", "Estreat", "Unclaim", "Extend", "Change to Court Bail" and a new value of "Refund Outside Police Station".

For the "Refund Outside Police Station", the Duty Officer has to select the appropriate value, namely, "CSD", "Hospital", "Home". "Office" or "Others", for further processing. At the same time, the amount of bail money will be deducted automatically from the Duty Officer's safe and be ready to be taken out for refund.

Upon the success of the "Refund", the Duty Officer can record the result in the system for reference. If the bail money cannot be returned to the bailee for whatever reason, the Duty Officer can cancel the process and ask the OC Case to issue new instruction again for the concerned bail. At the same time, the bail amount will be reverted to the safe automatically. Upon conclusion of the bail, a "Bring Up Message" will be sent to notify the OC Case.

Apart from the bail process, a new function is also provided for OSSUC to inspect all issued bail. The cases with issued bail cannot be closed unless OSSUC has verified it in the system. Besides, the automatic printing of Pol 666 and Pol 667 in the "Report Room Handover" has been removed. Nevertheless, users can print the forms from the system within 18 months if they are required.

The CIS enhancement is an ongoing process and the next version, CIS 9.2, is tentatively set for release in early 2007. Officers' feedback is welcome and suggestions can be made to CIP MS.
