PEAK - a new KM Tool

Following the successful launch of the POlice Working Experience Repository (POWER) in May this year, the Service Quality Wing, in partnership with ePol, has recently rolled out a new template and navigation outlook for PEAK. To gain access, launch KM via POINT >> press KM Tools within POWER >> press PEAK and then select either Good Practices or Areas for Improvement. .

The Force recognises the need to continually monitor its current procedures, processes and organisational structure. The current mindset of officers needs to be changed from working harder to working wiser with the ultimate objective being to ensure the optimal and effective use of police resources.

In July 2005, the Commissioner directed Service Quality Wing (SQW) vide SAP MP 5.7 to identify Areas For Improvement (AFI) and Good Practices (GP) and to provide a means to communicate these to all officers. During the current inspection cycle, the Research and Inspections Branch of SQW has identified a number of areas requiring improvements, as well as recognising and sharing good practices.

Meanwhile, a working group has been established with a view to identifying "lessons learnt" (LL) and designing a similar platform for officers to gain access to information.

Good Practices have been further grouped into three different levels, namely:

Level 1 - Good Practices approved by the Force and to be implemented Force-wide.

Level 2 - Good Practices as promulgated in RIB inspection reports for general reference.

Level 3 - Local Good Practices sanctioned at SP level.

An SP commanding a unit or formation has been given a dedicated e-forum to share good practices, which have been practised or implemented in his or her unit or formation. This category will require the personal sanction by a SP or above commanding the formation and uploading will be facilitated via a tailor-made template.

The authorising SP may wish to consider the following pre-requisites in approving a Level 3 GP:

(a) the GP must in some way enhance operational efficiency or effectiveness, and

(b) the GP implemented helps maximise or facilitate the best use of resources.

A PEAK icon is now available on the Lotus Notes PEN desktop, which will lead to the PEAK template for the uploading of good practices. A step-by-step help screen is available within the template.
