During a visit to the Public Security Bureau in Sichuan last month, Commissioner Lee Ming-kwai took time off to visit the Mobile Training Team from Weapons Training Division and observe how the team conducted tactics training for public security officers at Luzhou.

Accompanied by Director of Personnel and Training Tsang Wai-hung, New Territories North Regional Commander Cheung Siu-wah, Police Development Learning Centre Senior Superintendent Wong Kwok-wai and Personal Assistant to CP Kwok Pak-chung, Mr Lee watched the team carry out tactics training activities with PSB instructors, and later presented certificates of attendance to the instructors at a graduation ceremony.

Since the Mobile Training Scheme commenced in 2004, the Mobile Training Team has provided tactics training programmes in four cities, namely, Urumqi, Lanzhou, Hangzhou and Fuzhou, with a total of 332 PSB instructors trained.

The programme in Sichuan was the fifth for the team, with 80 PSB instructors from various cities and counties in Sichuan participating. About 160 supervisory officers and trainees of the Sichuan Police College also attended lectures and observed training exercises. Sichuan PSB also assigned eight PSB instructors to assist in the training.

The focus of tactics training is on safety awareness related to firearms tactics. It also includes reinforcing the concepts of designing tactical training and safety requirements when colour marker ammunition is used for training. During a local press interview, one of the Sichuan instructors said he was greatly impressed by Force instructors, and praised them for being very serious in checking out protective equipment, inspecting the training venue, and taking the initiative to interact with trainees. "This fully demonstrates that the Hong Kong Police serve with professionalism and care," the instructor noted.

The Force instructors also have high regard for their Sichuan counterparts' learning spirit and understanding of safety requirements in a tactical sense. Their positive response has rightly reflected the main objective of the tactics training programme: "Enhancing tactical safety awareness and developing instructional potential."

Speaking at the graduation ceremony, the Commissioner said the Force was privileged to have an opportunity to contribute to enhancing tactics training for Mainland police officers. He hoped that PSB instructors would utilise what they have learnt and develop further their tactical training for the benefit of the people they serve.
