Support Wing has awarded a combined property management contract for providing property management, security, cleaning, horticultural, and workman services to the PHQ Complex for three years beginning on November 1, this year, following an open tender exercise. The Central Tender Board has approved awarding the contract to Sun Fook Kong Housing Services Limited, which will oversee the 140 staff working full time in the PHQ Complex. Preparation for the tender exercise lasted nine months, beginning with a session conducted in January, this year during which property management companies made presentations on their services and the all-in-one concept of property management. It is the first time an all-in-one concept has been adopted for the provision of property management services in the PHQ Complex, with the aim of providing better and improved services to the 7,000 officers and staff working in the complex. The Tender Assessment Panel, chaired by Assistant Commissioner (Support) Blaine Hoggard, comprised SEO Crime Edna Chan and SEO G & D Lawrence Lau, with SP G SUP James Betts as ex-officio member and EO SUP Susan Shiu as Secretary. Mr Hoggard has praised members of the Tender Assessment Panel, PHQ Building Manager Marc Tang and SIP Support Branch Adrian Tang for bringing the tender exercise to a successful conclusion. Contract signing with the General Manager of Sun Fook Kong Housing Services Limited, Edward Cheng, took place in Arsenal House on October 6. A series of familiarisation visits is being arranged as part of a comprehensive hand-over exercise to seek the views and expectations of the relevant formations before the company takes up its new responsibilities in November.
