CIS version 9.1 enhanced for handling
and investigating domestic violence

Background

The HQO No.12/2006 on Enhancement Measures in the Handling and Investigation of Domestic Violence Reports came into effect on November 20. To complement the implementation, enhancements have been made in CIS version 9.1 to create tab pages of "Emergency Referral Questionnaire (ERQ)" and "Action Checklist (AC)" under a new item, namely, "DV Actions" in the menu list. The enhancements include an automatically generated "Bring Up Message" for repeated DV reports to Divisional and District supervisory officers via CIS Supervisory Function.

New Initiatives

An ERQ has to be completed once a report has been classified as domestic violence (DV) irrespective of whether any offence has been disclosed during investigation. ERQs completed by UB officers are to be handed over to Duty Officers for logging details into CIS during a shift. For crime cases, the OC Case will be responsible for logging the ERQ into CIS even if the case is finally classified as "NOD/NCD".

An "Action Checklist (AC)" is to be completed by UB officers whether or not the case is subsequently taken over by a crime unit for investigation. A completed AC is to be handed over to the DO (for Misc. cases) or OC Case (for crime cases) for logging in the CIS during his shift.

The screen with two tab pages, namely ERQ and AC, has been created under "DV Actions" which will appear on the menu list whenever "Domestic Violence" is selected as the "Incident sub-heading" or in the "Case Related Type". The inputting officer should input the completed data as well as the particulars of the handling officer and supervisory officer into the tab pages.

A checking system has been built in to check if the ERQ and AC have been filled when the screen is closed. If ERQ or AC has not been completed, a warning message of "Emergency Referral Questionnaire/Action Checklist has not been completed" will pop up.

To ensure that the families concerned are given appropriate attention, an alert mechanism has been installed into the CIS to automatically generate a "Bring Up Message" in respect of repeat incidents involving the same family within a period of 12 months or less.

More Efficient Monitoring

For more efficient monitoring of DV related reports, a daily batch job will check against the identity of the parties involved, with Report Numbers (RNs) created in the past 12 months. If there is a positive match, a "Bring Up Message" will be automatically generated to ADVC Ops, ADVC Crime, CIP Crime, DVC and ADC Crime as appropriate. Meanwhile, a "Repeated DV Report" will be generated via the CIS Supervisory Function.

To access the "Repeated DV Report", supervisory officers should go to the CIS Supervisory Function to select the "Repeated Domestic Violence Report" after clicking into "Daily Reports". Supervisory officers can select "Preview" to view the report or "Print" to print out the report, where necessary, by selecting the "Report Compilation Date/Time" in the lower panel of the screen.

Limitation

The captioned enhancements are only applicable to those RNs created on or after November 20.
