NTS mess turns into "Parliament"

The Officers' Mess in New Territories South (NTS) Region was turned into a "Parliament" on November 10, when officers from Tsuen Wan and Kwai Tsing Districts hotly debated the motion, "The current Force promotion system identifies and promotes the right officers", a topic which most officers have a very set opinion on.

It was the first "Debate Night" NTS Region had ever hosted, and the format followed what is commonly known as "Two-member Parliamentary Debate System" with a principal spokesperson and a secondary principal spokesperson, each allotted a specific time to address the audience.

TWDIST's Chief Inspector (Adm) Cindy Kong, and Senior Inspector Clement Yu of DIT 2, argued against the motion whilst KWTDIST members, Kwai Chung Divisional Commander Superintendent Bruce Hawkins, and Miscellaneous Enquiries Sub-Unit Commander, Senior Inspector Aubrey Cheung, spoke in favour of the motion.

The large audience was treated to a most lively, informative and entertaining debate with both sides showing considerable flair and aptitude in trying to convince those present that their arguments were the most persuasive. At the end of the evening, NTS Regional Commander Tang How-kong declared a draw, a result that everyone felt was the fairest, and presented a bottle of wine to each member as a gesture of appreciation of their hard work and effort.

Speaking afterwards, the event organiser and moderator, PTU "A" COY CDR Dominique Ziemann, said debating is widely used in many schools, colleges and training institutions to help develop participants' analytical and reasoning skills as well as encouraging them to consider both sides of the argument. In addition, it provides an opportunity to build self-confidence and language skills by standing up and speaking in front of an audience.

The evening concluded with the Mess hosting the ever-popular curry buffet and it was not surprising to hear the motion continued to be debated by members throughout the rest of the evening.
