Experts appointed to fight speeding

The Force has recently appointed two experts to further strengthen the prosecution of speeding cases where the accuracy of detection devices is challenged.

The experts are Dr Tam Wing-yim and Dr Nelson Yung Hon-ching, who have been appointed as authorised persons to issue certificates of accuracy for electronic equipment used in the detection of speeding offences. The appointment was made following consultation with the Department of Justice.

At a ceremony on November 16, Chief Superintendent of Traffic Blake Hancock presented certificates of authorisation to Dr Tam and Dr Yung on behalf of the Commissioner.

The appointment will allow them to issue certificates of accuracy for the Force's Laser Guns and Digital Speed Enforcement Cameras as duly authorised persons, reducing the time they previously spent giving evidence in court.

Dr Tam received a PhD in Physics from the University of California in Santa Barbara in 1985 and is presently an Associate Professor in the Physics Department at the Hong Kong University of Science and Technology. He has been providing advice and support to Traffic Branch Headquarters for a number of years on the accuracy of Laser Guns, as well as giving expert evidence in court on this subject since 2001.

Dr Yung received his PhD in Electrical and Electronic Engineering in 1985 and is currently an Associate Professor in the Department of Electrical and Electronic Engineering at the University of Hong Kong. In addition to proving support and expert opinion for Traffic Branch Headquarters for several years regarding the operation of Speed Enforcement Cameras, Dr Yung has also been providing expert evidence in court since 2005 for speeding cases detected by Digital Speed Enforcement Cameras.
