The Third Generation Command and Control Communications System (CC3), which became fully operational in March 2006, is the single largest IT infrastructure investment made by the Force to leverage new advances in information and communications technology for enhancing management efficiency, operational effectiveness and public safety. It provides not only digital radio communications but also a series of new functions, including mobile computing, caller location display and automatic vehicle location tracking, etc, taking the Force into a new digital era.

To celebrate completion of the project and to show appreciation to the various parties involved, a CC3 Project Completion Ceremony was held on December 18 at PHQ, with Deputy Commissioner (Management) Fung Siu-yuen officiating before a large gathering of senior Force management, staff involved in the project and representatives from Motorola Corp., the project contractor.

In his opening remarks, Mr Fung thanked the working groups from the Operations Wing, Information Systems Wing and Motorola for their professionalism and dedication in helping the Force enter a digital age of police communications and putting Hong Kong at the forefront of policing in Asia. He also noted that without the significant collaboration of the working groups, CC3 would not have been so successful and completed within budget, on schedule and with a high standard of quality.

The successful launch of CC3 has won the Gold Award for the "Most Innovative" and the Silver Award for the "Best Transformation" in the e-Government category of the Hong Kong Information and Communications Technology Awards 2006.
