More PSB officers learn use of force

A party of 14 Public Security Bureau (PSB) officers from the Mainland last month completed a "Use of Force Instructors Course" organised by the Weapons Training Division of the Police College.

The Ministry of Public Security (MPS) on the Mainland has a very high regard for the Force's firearms and tactics training, and recognises that the contents and training methodology are appropriate and applicable to PSB officers. Besides being popular with PSB instructors, the "Use of Force Instructors Course" is also attended regularly by officers from Customs and Excise Department, Correctional Services Department and ICAC, as well as officers from Macao and overseas law enforcement agencies such as the Singapore Police.

So far, the Weapons Training Division has conducted a total of four courses for PSB officers. The 14 PSB instructors selected by the MPS for the latest course came from different cities and provinces, including those from as far as the Northeast provinces and Inner Mongolia. The course content included use of firearms and tactical skills; use of force continuum; as well as "Range Management" and "Resistance Control".

Besides practical skills, the trainees were also required to assimilate instructor's proper attitude and teaching techniques. Throughout the course, they paid full attention to what they were learning and were eager to clarify areas of doubt, gaining a good understanding of the principles involved. At the same time, the course instructors also benefited from this two-way exchange of information and ideas during the entire learning process.

To qualify as a professional instructor, the trainees went through six weeks of challenging training and passed more than ten different rigorous tests and assessments to ensure they are up to the professional standard required by their course.

Speaking at the trainees' graduation ceremony, Police College Acting Director To Chun-wai said: "Despite the differences between Hong Kong and the Mainland in life, law and order, legislation and procedures in handling cases, you are still holding a positive and enthusiastic learning attitude, overcoming all sorts of difficulties and working hard to complete the course. This is highly commendable. I hope that you would give some thought to making appropriate modifications to the knowledge and experience you've learnt here to fit into the Mainland environment for maintaining law and order, and spread them to your fellow PSB officers so that they can go to work happily and return home safely."
