1. When a "damage-only traffic accident" with complaint occurs, uniformed beat patrol officers should take initial action by means of a Pol 284A unless;

(a) three or more vehicles are involved, or

(b) a government vehicle or People's Liberation Army vehicle is involved, which has to be investigated by an Accident Investigation Team, and

(c) it is a "hit and run" accident.

2. If there is no complaint, the investigating officer is to advise the drivers to exchange particulars, and make an entry in his notebook.

3. If a complaint is raised by one of the concerned parties, the investigating officer should direct the vehicles to be moved so as not to obstruct traffic. He should then complete a Pol 284A and tell the parties that a report will be made to the Regional AI, which may proceed with further enquiries after five working days. He is to detach and hand to each driver involved the self-explanatory notice from the Pol 284A.

4. Officers should ensure that the date, time and place of the traffic accident, vehicle details and a sketch are entered clearly and correctly. The drivers involved should be asked to sign on the spaces provided in the Pol. 284A to confirm the accuracy of the contents.

5. The completed Pol 284A is to be returned to the duty officer who is to make an entry in FICS and pass it to the OC District Traffic Team for checking and forwarding to the Regional AI within 48 hours.
