Former CP appointed as training advisor |

Commissioner Tang King-shing and the Ministry of Public Security (MPS) have separately appointed former Commissioner Lee Ming-kwai as training advisor. The appointments will enable Mr Lee to continue to serve Hong Kong and the Mainland in police training after his retirement. Mr Lee accepted his appointment certificate from Mr Tang at a ceremony at Police Headquarters on April 4. The appointment lasts for two years. Mr Lee's appointment has brought the total number of the Police College's Honorary Advisors to 11. The Honorary Advisor Scheme is one of the most important initiatives undertaken upon the establishment of Police College to enhance Force training by inviting outside experts and scholars to take part in the training and development processes of the College. In the past, the Honorary Advisors delivered talks and took part in curriculum development. Furthermore, in the first-ever appointment made by MPS, Mr Lee Ming-kwai was named education and training advisor for a three-year term. At the appointment ceremony held at MPS in Beijing on April 25, Mr Cai Anji, Director-General of the Political Department MPS, extolled the retired Commissioner for his operational and management expertise in steering the Force in the past few years. In making the appointment, Mr Cai hoped that Mr Lee would contribute to building quality police forces on the Mainland. In reply, Mr Lee said he was pleased with the appointment, and pledged his full personal commitment to his new role. He thanked MPS for their continual support to the Force in jointly maintaining the safety and stability of the HKSAR. Training collaboration is as important as operational co-operation, Mr Lee pointed out. Training and development that enhances the professionalism of officers is itself a significant factor in quality policing. To reap the benefits of Mainland-Hong Kong collaboration, the Force has since 2003 furthered training exchanges with its Mainland counterpart. The appointment ceremony was attended by Mr Li Chunsheng, Director of the Personnel and Training Department, Political Department, MPS; Mr Sun Jianguo, Deputy Director; Mr Zhao Xiwen, Deputy Director of the Hong Kong, Macao and Taiwan Affairs Office, MPS, and Mr Zhang Rongsheng, Deputy Director-General of the Liaison Office of the Central People's Government in HKSAR. Also present were Mrs Lee Ming-kwai and Mr Tse Shu-chun, Director of Hong Kong Police College.
