In presenting the Total Caring Award - Organisation 2006/07 to the Force, the Hong Kong Council of Social Service has also paid tribute to the Force's performance in the fields of "mentoring", "employing vulnerable" and "giving". The performance is highlighted in a brochure on the Total Caring Award Scheme, published by the Council. In mentoring, the brochure recognises that the Force is keen to pass on knowledge and skills to the community. The Force has been providing free consultation and support services in the areas of information technology, legal matters, organisation management and psychology for the Lutheran Service Centre, Young Presidents' Organisation, Hong Kong Red Cross and the Samaritan negotiation team. It also helped community groups in carrying out strategic planning, such as providing racetrack design, crowd management and traffic arrangements for the Chartered Marathon in collaboration with the Hong Kong Amateur Athletic Association. "The Hong Kong Police Force has also passed on knowledge in the field of security, security procedure assessment and techniques in approaching strangers to hotels, schools, public housing estates, building management committees and local social and community agencies so as to enhance their professional knowledge and skill in matters of security," the brochure adds. The Force has adopted uniform selection criteria for employing staff, enabling the disabled to enjoy an equal opportunity for employment. At present, the Force has about 400 disabled workers among its staff. Referring to employing the vulnerable, the brochure points out that during 2005/06, the Force contracted out police vehicle cleaning work to the Neighbourhood Advice Action Council Neighbourhood Household Service, Hong Kong Down Syndrome Association, and Richmond Fellowship of Hong Kong - New Jade Manufacturing Centre, as part of its efforts to provide work opportunities for socially disadvantaged groups. During the same period, the Force collaborated with the Hong Kong Federation of Youth Groups, Baptist Oi Kwan Social Service and the like to offer about 500 training opportunities for young people. It also provided placements for the Youth Pre-Employment Training Programme via social services organisations. The brochure also notes the Force's active participation in charity fund-raising activities, pointing out that Force members from different divisions and units raised about $1 million in charity fund in 2005/06. For the Law Enforcement Torch Run for Special Olympics 2006, Police athletes raised over $500,000. On top of these, the Force also donated materials to social service organisations. At the beginning of 2006, it collaborated with the Outstanding Young Person's Association to undertake a used spectacles recycling campaign, collecting some 2,000 pairs of used glasses, which were donated to the Action for Vision Eye Foundation. The Force also jointly organised a warm clothing donation campaign with the Salvation Army in October 2006.
