ICSO to top training days |

The Interception of Communications and Surveillance Ordinance (ICSO), which was enacted in August 2006, will be a Force-wide topic for the next cycle of training days. The training day package aims at making officers more knowledgeable about the ordinance and focuses on the legal requirements for conducting covert surveillance under the ICSO as well as on Force policy and administrative instructions on covert surveillance without devices. The subject of interception of communication is, however, not specifically covered. The package contains a videotape of the opening and closing addresses by Director of Crime and Security Lee Ka-chiu, and an introduction by Commissioner on ICS, the Hon Justice Woo, of his functions and responsibilities. Two simulated covert surveillance operations are used to arouse officers' interest in the ordinance and stimulate group discussions. To help Formations prepare for their training days, Superintendent Cheung Kam-chuen, Force Training Officer, conducted seven train-the-trainer workshops on the training package between July 11 and 19 for a total of 552 officers, including Training and Staff Relations Officers (TSROs) and District Training Team Members. The training package will be rolled out to frontline officers according to the schedules set by their TSROs.
