Operation Breakthrough entered a new phase on October 13 with the introduction of Operation Breakthrough Basketball Programme when 18 youngsters deemed "at risk" were inaugurated into the new programme, which is being run in conjunction with the Police Basketball Club, at the Leung King Sports Centre in Tuen Mun. Operation Breakthrough has been providing a variety of sporting and other activities, including self-development courses, for young people considered at risk. These activities, run by police officers in their free time and assisted by social workers, aim at making a difference to the lives of the young people. Operation Breakthrough activities now cover rugby, football, boxing, dance classes, Outward Bound courses, sailing, dragon boat racing, volleyball and now basketball, all of which have benefitted hundreds of young people, and made a marked difference to their lives and characters. On the same occasion, the Coordinator of the Breakthrough Basketball Programme, Tuen Mun Deputy District Commander Dave Grant, presented letters of appointment to 12 volunteer officers from various Police Formations, as well as social workers from the Tuen Mun-based Hong Kong Federation of Youth Groups. Also in attendance were the Chief Executive Officer of Breakthrough, Director of Management Services Mike Dowie, Police Basketball Club Vice-chairman Stanley Chung, and Breakthrough Basketball Programme organiser, Chief Inspector Ronald Chow from Tuen Mun District.
