Five members of the Independent Police Complaints Council (IPCC), Mr Yeung Yiu-chung, Dr Charles Koo Ming-yan, Mr Edward Pong Chong, Dr Lawrence Lam Chi-kit and Mr Wong Kwok-yan, accompanied by the Senior Assistant Secretary of IPCC, Mr Eddie Wong, visited the Traffic Kowloon East Headquarters at Tseung Kwan O Police Station on October 3.

They were greeted and briefed by Traffic Kowloon East Senior Superintendent Leung Fui, Superintendent (I&S KE) Wai Siu-cheong, and Superintendent (E&C KE) Yuen Yan-wai on general traffic duties and the problems encountered by frontline officers as well as the complaint situation in Traffic Kowloon East. This was followed by a visit to the Tseung Kwan O Landfill and an on-the-spot observation of a laser gun operation.

Accompanying the IPCC members on the visit were Assistant Commissioner (Service Quality) Ma Wai-luk, Chief Superintendent (Complaints & Internal Investigations Branch) (C&IIB) Fan Sik-ming, Senior Superintendent (Complaints Against Police Office)(CAPO) John Ribeiro, and Superintendent (CAPO HQ) Cheung Kin-kwong.

The visit was organised by C&IIB as part of a programme to enable IPCC members understand better the difficulties being faced by frontline officers.
