The Complaints Prevention Lyric Writing & Song Composing Contest organised by the Complaints Prevention Committee (CPC) came to a successful conclusion with the Final cum Presentation held at the Auditorium in Arsenal House, Police Headquarters, on February 22. The first of its kind organised by the CPC, the contest was launched in October last year to enhance awareness of complaints prevention among police officers; provide an opportunity for Force members to share their experiences of interacting with the public; sustain the momentum of providing a quality service to the community; tap officers' talents to help disseminate the complaints prevention message, and provide a theme song with a complaints prevention message. The theme of the contest is "Strive for Quality Service, Avoid Complaints". The contest was divided into two categories, namely Lyric Writing using one of the 10 assigned melodies, and Song Composing. It has received a very enthusiastic response from various formations, which submitted a total of 42 entries. Four major awards, namely "Best Lyric", "Best Music", "Best Interpretation" and "Most Popular Song", were presented in the event. The Adjudication Panel for the contest comprised Complaints & Internal Investigations Branch Chief Superintendent Fan Sik-ming, CPC Chairman Superintendent Ma Shun-kwong, Chief Inspector Leung Bo-kun representing the Police Band, Chairman of the Police Pop Music Club, Superintendent Ng Po-keung, and famous lyric writer, Mr Jolland Chan. The panel met on February 1 and adjudicated on the winners of the "Best Lyric" and "Best Music" awards. The panel also short-listed 10 teams as finalists for the Outstanding Award and nine other teams for the Merit Award. Among the 10 entries entering the final stage, four were under the "Song Composing" category and six under the "Lyric Writing" category. Mr Jolland Chan said the short-listed entries had a very high professional standard and the contestants were full of creativity. Most entries were capable of conveying a very important message on complaints prevention. Officiating at the Final cum Presentation was Director of Management Services Mike Dowie, who said he was very glad to see a full house and that the event was a great success in promoting the complaints prevention message among Force members. He also thanked CPC members for organising the event. The event opened with SP Ma giving a welcoming speech, followed by presentation of the Outstanding and Merit Awards. SP Ma presented the nine Merit Awards, while the Director of the Police Band, Mr Ng Kam-cheung handed out the 10 Outstanding Awards. After the presentation, the 10 teams of Outstanding Award finalists performed live on stage to compete for the "Best Interpretation Award" and "Most Popular Song Award". During the very close competition, the audience was most impressed not only by the lyrics but their first-class performance. The "Best Interpretation Award" was decided by another Adjudication Panel comprising Assistant Commissioner (Service Quality) Ma Wai-luk; Chief Superintendent Fan; SP Ma; Mr Yeung Yiu-chung, Member of the IPCC; Mr Ng Kam-cheung, and Mr Tong Hing-wai, Vice Chairman of the Police Pop Music Club. The "Most Popular Song Award" was adjudged by representatives from Major Formations and branches by on-site voting with an electronic scoring system. The "Best Interpretation Award" was announced and presented by Mr Yeung, while the "Most Popular Song Award" by Mr Dowie. In the lyric contest, the "Best Lyric Award" went to the Police Guitar Folk Song Club "C" Team, while the Best Music Award, "Best Interpretation Award" and "Most Popular Song Award" to the "Canton Road No. 627 Studio" (a team formed by five officers of KW Region) whose entry was "Hong Kong Police 2008" under the "Song Composing" category. The "Best Lyric Award" and "Best Music Award" were announced and presented by CSP Fan and ACP Ma respectively. The atmosphere reached a climax when the winning team of the "Most Popular Song Award" gave an encore.
