Reimbursement applications processed on TMS

Starting from April 1, processing of two reimbursement schemes for regular police officers, namely CSR 1010 - Part-time Course/Examination Fees Reimbursement and Short Local Courses - Learning and Development Opportunities, are handled electronically through the Training Management System (TMS).

Application Procedures

All new applications for the two reimbursement schemes must be submitted through TMS from April 1 onwards. Applicants (regular police officers) can access the TMS via E-Services at POINT or POINT from Home, input information and submit their applications to the selected approving officer (their Formation Commander at superintendent rank). The approving officer will then be informed via TMS to check and act on endorsement. Applicants may opt to withdraw applications any time before confirming a claim for reimbursement in TMS.

Submission, Endorsement and Approval Processes

An endorsed application will be electronically submitted via TMS to the Scheme Coordinator (CIP C&A PDLC or PA Manager LDSC) for consideration and initial approval. Applicants may check the status of their applications at any stage of this application process. They can also check the approved amount of reimbursement after initial approval has been given.

Claiming Procedures

Upon conclusion of a course or an examination, the applicant should submit the original copy of their attendance record or examination results by despatch or by hand to PDLC GR (Tel: 2860-2251) or LDSC GR (Tel: 2860-5831) on 20/F, Arsenal House, PHQ. These documents require certification by the applicant's supervisor who should at least be at inspectorate rank.

Other Reimbursement Schemes

The External Training Sponsorshiip Scheme for Frontline Staff (ETSSF) and External Management Training Sponsorship Scheme (EMTSS) were closed for application for financial year 2007/2008 on December 7 last year. Unlike CSR 1010 and Local Short Courses, these schemes have not been included in TMS and will continue to be processed manually with paper application. Further details of application and submission under these schemes will be provided once notification from CSTDI has been received on the next financial year's allocation.
