As the general public always have a high expectation of police officers' conducts and discipline, the Strategic Direction Two (SD-2) on Enhancing Personal and Professional Qualities of Force Members" is aimed at embedding the Force Values in individual officers' daily lives. The Programme Director for SD-2, Director of Personnel and Training Tang Hau-sing pointed out: "The Statement on Force Values forms the backbone of the direction of quality enhancement. We hope every officer would follow the Force Values. Not only will they be professional police officers at work but also upright citizens of Hong Kong who will uphold the Force Values." There are four Key Projects under SD-2. Through an integrated management framework, enhanced leadership development programmes and experience sharing forums, the management will further promote the Force Values and understanding of the Force's social responsibilities. The first Key Project seeks to align officers' personal values with the Force Values and to promote progression of professionalism from the workplace to a personal level. "Our Force recognises that staff is our most valuable asset and that a value-driven Force can contribute better to society as a whole. The alignment of officers' personal values with the Force Values is important for the Force to win respect and trust from the community," Mr Tang noted. The Force will continue to run Living-the-Value workshops to promote the Force Values and Major Formation Commanders will organise forums for sharing of experiences and good practices under this project. The second Key Project is to refine and consolidate integrity management initiatives into an integrated framework for the continued promotion of the Force Values. Currently, the Force has adopted a number of measures and initiatives to enhance the effectiveness of its integrity management. A working group comprising officers from different Policy Wings and Major Formations has been formed to refine and consolidate initiatives and efforts in this area. The third Key Project is to enhance officers' understanding of supervisory accountability and to introduce guidelines for supervisors to conduct accountability studies. With an enhanced understanding of supervisors' accountability, officers will be able to discharge their supervisory responsibilities more effectively. A Working Group on Supervisory Accountability will be formed to address the issue and to formulate action plans. The fourth Key Project will study the Police's role in discharging its social responsibilities. Commenting on this project, Mr Tang said a caring and socially responsible Force would be able to gain more respect and support from the community. To better formulate the Force's long-term strategy and policy on discharging social responsibilities, the Police College has been tasked to conduct a thorough research into this subject. Meanwhile, Major Formation Commanders would continue to encourage officers to participate in social projects or community services on a voluntary basis. "It is the responsibility of every officer to contribute to maintaining the Force's positive image. We should live out the Force Values in our jobs and daily lives," Mr Tang emphasised.
