Part of a circular by the Hon Secretary of the Royal Hong Kong Police Association in the UK stated that Mr Tynan lost his left arm after a motorcycle accident early in his career, and spent most of his career in the New Territories. Despite his disability, he became a competent golfer, and his cheerful character made him a popular figure at social gatherings.

He will be missed by his many friends and his family.
