Training Exchange Programme

A four-member study delegation from the Shanghai Public Security Bureau (PSB) attended a Training Exchange Programme in the Force between October 19 and November 1, this year. The successful conclusion of this programme attested to the support given by Police Headquarters and New Territories North Region.

The exchange programme was divided into two parts. Part I, arranged by Police Headquarters, consisted of policing concepts and courtesy visits to Major Formations, including Police College, Personnel Wing, Police Negotiation Cadre and Police Tactical Unit Headquarters in Operation Wing, Organised Crime and Triad Bureau in Crime Wing, Police Public Relations Branch and Traffic Headquarters in Support Wing, and Emergency Unit and Regional Command and Control Centre in Hong Kong Island Region.

Part II was attachment to New Territories North Headquarters and Tuen Mun District between October 27 and 31. The attachment programme was specially designed to tie in with the theme of the exchange programme, and with the PSB officers' working background in crime investigation, traffic management and training.

Extending a warm welcome to the PSB officers at the beginning of their attachment, New Territories North Regional Commander Cheung Siu-wah wished their study visit every success.

The one-week attachment programme started with introduction on district policing by Tuen Mun District Commander Choy Kin-cheung, followed by introduction by Uniform Branch and Crime officers on the situations of drugs, illegal gambling, crime and triad activities in Tuen Mun District, as well as measures to tackle these issues.

In addition, NTN Crime and Traffic also arranged for the visitors to observe law enforcement at scenes. The PSB officers also visited the Tuen Mun Magistracy to observe how trials were conducted.

During their visit to Marine West Division, the PSB officers were briefed by Divisional Commander Ling Wai-po on tactics in combatting illegal immigration and smuggling, as well as coordination with Land Districts.

The Chairman of the Tuen Mun District Fight Crime Committee, Mr Lam Tak-leung, hosted a dinner for the delegation, during which he pointed out that inter-departmental co-operation in Hong Kong was very successful in fighting crime.

Describing the two-week exchange programme as "a very fine arrangement", the leader of the delegation, Mr Huang Wei, extended his heartfelt thanks to the Force for its hospitality and warm reception.

He pointed out that in policing the Force and Shanghai shared many things in common, especially in providing quality services to the community and in striving for excellence. Noting that ever-rising pubic expectations had put a greater demand on PSB officers, he hoped that the exchange programme would broaden the officers' horizons and stimulate their thinking. He vowed to apply the knowledge and policing concepts acquired from the exchange programme to meet the needs of policing on the Mainland.

During a farewell lunch for the delegation, Tuen Mun District Commander Choy Kin-cheung said co-operation between Hong Kong and Mainland in fighting crime and exchanges in policing matters had developed a solid foundation, while Mr Huang expressed hope to see further strengthening of cooperation between the Force and Shanghai.
