Marking research papers involves problems like human subjectivity, despite the presence of well-trained judges and a suitably devised marking scheme. The Force Research Award Scheme (FRAS) Working Group has endeavoured to overcome these challenges with a just adjudication scheme that treats every submission fairly and assesses papers objectively in an open manner, according to Mr Gavin Brown, Deputy Director of the Police College and Chairman of the working group. *Just - To ensure objectivity in marking different research papers, a reliable academic statistical model is used to remove biases that may arise due to judge severity (some judges may be stricter or more lenient than others), judge disagreement, or choice of language (i.e. in English or Chinese). Therefore, no submission will be advantaged by being marked by a more lenient judge and no submission will be disadvantaged because of the choice of language. *Fair - FRAS sets no entry barriers and is open to all Major Formations, Formations and Force members, including disciplined, civilian and auxiliary officers. All FRAS submissions will be blind-reviewed to ensure fair assessment irrespective of participants' rank, post, or Formation. In other words, the assessment will be solely based on individual merits. *Open - Details of the Adjudication Model and the Marking Scheme are publicised Force-wide and made available online via the FRAS official website. Further updates will be promptly announced to ensure transparency. Calling for more entries to FRAS before submission closes in one month, Mr Brown said: "FRAS encourages and recognises police research in the Force. As a token of appreciation, a number of awards with prizes, including certificates issued by DCP MAN and book vouchers, will be allocated for each entry category. If you are working on a paper for FRAS, please remember the deadline to the FRAS Working Group is February 28."
