Dr Sonny Lo Shiu-hing, Associate Professor of the Department of Political Science, University of Waterloo, Canada, returned to Hong Kong earlier this month for a two-week academic research. Less than two days after his arrival, Dr Lo delivered a Management Development Programme (MDP) Seminar to the staff of the Police College, Crime Wing and Operations Wing in the college's seminar hall at Police Headquarters on January 7. Invited by the Police College, Dr Lo spoke on the subject of "Cross Boundary/Border Crime in Greater China", and had a candid exchange of views with the audience at an open forum after his presentation. In Dr Lo's view, Hong Kong's efficient and effective police, customs, immigration, correctional service, anti-corruption, media scrutiny and solid judiciary all have contributed to combatting organised crime. He praised the Force for the efforts it had made, and encouraged officers to maintain their professional standards in policing. Commenting on the MDP Seminar, Police College Deputy Director (1) Leung Po-tak said: "The merits of exposing interested police practitioners to an academic assessment of cross boundary crime help us think outside the box and gauge how members of the community see police performance." The Police College is expected to organise more MDP seminars in the near future.
