Traffic engages partners for road safety

In recent months, Traffic Branch Headquarters and Regional Road Safety Teams continued publicising the Road Traffic Legislation (Amendment) Ordinance 2008 by engaging various community partners.

Joint publicity with cross-boundary truck trade and drivers' unions

On January 22, with the support of the cross-boundary truck trade and driver union representatives, Chief Superintendent Traffic Michael Demaid-Groves led officers of the Road Safety Unit and Road Safety Teams of New Territories North and New Territories South in delivering anti-drink driving messages to truck drivers at Lok Ma Chau (LMC) Boundary Control Point and their popular eateries in LMC and Kwai Chung Container Port.

During the visit, Mr Chiang Chi-wai, Chairman of the Lok Ma Chau China-Hong Kong Freight Association, and Mr Chiu Chi-keung from the Container Transportation Employees General Union, pledged full support for the revised legislation. Both reminded professional drivers of the consequences of drink driving, and drew their attention to Traffic Branch's slogan - 'Be a professional driver, if you drink, don't drive!'

Mr Demaid-Groves told the media that although the 82 traffic accidents involving drink driving recorded in 2008 was lower than those in 2006 and 2007, the police would step up anti-drink driving operations, following implementation of the Random Breath Test on February 9.

During this outreach visit, Senior Superintendent Traffic (Administration) Shirley Chu introduced the pre-screening device, "Lion Alcolmeter 500", to the public, while Road Safety Officers demonstrated to the media how to use such device.

Joint publicity with franchised bus companies

Traffic Branch Headquarters Acting Chief Superintendent Shirley Chu also led Hong Kong Island and New Territories South Road Safety Officers on a similar visit to franchised bus companies on November 27. The enhanced drink driving penalties and the random breath test were introduced to bus drivers at the bus terminals and training schools of the Kowloon Motor Bus and the New World First Bus.

Hospital Authority Symposium

On November 22 last year, Acting CSP Chu and her officers attended the Motor Vehicle Crash Symposium 2008 organised by the Hospital Authority to introduce the roles of the Force in preventing traffic accidents. She stressed that the Police would step up publicity, education and enforcement to combat speeding and drink driving.

At the same time, Senior Inspector Yang Chung-ping, Road Safety Officer of New Territories North, and Senior Motor Vehicle Examiner John Bailey spoke of handling serious traffic accidents at scene and preventing traffic accidents with proper vehicle maintenance.

Transport Department Non-Franchised Bus Forum

To promote anti-drink driving messages to non-franchised bus drivers who account for 10 per cent of professional drivers in Hong Kong, Road Safety Unit Chief Inspector Au Yeung Mun-yee gave a talk to around 300 drivers at the Non-Franchised Bus Forum organised by the Transport Department. She emphasised the serious consequences of drink driving and reminded drivers of the revised penalties on drink driving.

Following the fatal accident at Lok Ma Chau on January 23, anti-drink driving enforcement and publicity were strengthened to raise public awareness of the serious consequences of drink driving.
