TMS effectiveness reviewed

Since the Training Management System (TMS) was launched Force-wide early last year, over 90 per cent of administration of training programmes and storage of training records have been processed automatically through the system. The remaining 10 per cent are unable to adopt TMS for the time being due to either short notice of training programmes or logistic problems that have yet to be resolved.

To appraise effectiveness of TMS and identify areas for improvement, a post-implementation evaluation was conducted late last year to gauge users' feedback and comments. About 10 per cent of TMS users took part in the end-user survey by invitation. Following is a breakdown of the survey:

Quantitative results indicated that the system was well accepted by users. Details are as follows:

* 80 per cent of TA considered administration of training courses through TMS time-saving and 69 per cent found the system effective and efficient;

* 100 per cent of RTC and 88 per cent of DTC considered that the system had enhanced their operational efficiency, particularly in nomination process;

* 100 per cent of GR found the system user-friendly; and

* 71 per cent of GU found it more convenient to use TMS than the previous paper applications, and 62 per cent considered that TMS had enhanced transparency of training opportunities.

Yet, 74 per cent of GU reported that their supervisors, for various reasons, had occasionally overlooked their requests for endorsement of course applications. Therefore they proposed an auto-note be generated in the Police Email Network (PEN) to remind their supervisors to endorse their applications on TMS.

Six Focus Groups were also set up after the quantitative evaluation to collect more in-depth views from various users for system enhancements at subsequent meetings. With the support and hard work of ITB and TMS Implementation Teams, some early-wins have been or will soon be achieved to enhance the efficiency of the whole system. Details are as follows:

* Creating functional RTC/DTC to facilitate dissemination of training courses to the relevant stakeholders;

* Enhancing TMS web message by including the TA contact points to improve communication between the TA and the RTC/DTC/GU;

* Creating a reminder to alert RTC/DTC of the application/nomination deadline;

* Creating a new function to prevent double registration;

* Establishing a PEN auto-note to remind supervisors of their subordinates' course applications and requests for endorsement on TMS, and

* Establishing a PEN auto-note to bring users' attention to course invitations and enrollment confirmations on TMS.

Whilst other enhancement requests are still under development in phases, TMS, in the long run, will have interfaces with the new Learning Management System and the Duty Scheduler III. The interfaces will provide a one-stop-service for users' access to all Force e-learning packages, and to make possible automatic updates in the Duty Scheduler III to reflect scheduled training to improve operational efficiency. ITB and TMS Implementation Teams will also work closely with the PICS II Development Team to keep TMS in line with any new developments in PICS II with a view to enhancing the overall efficiency.
