Force works closely with IPCC on IPCCO

After the Independent Police Complaints Council Ordinance (IPCCO) came into operation on June 1, the Force continues to work closely with IPCC to ensure full compliance of the ordinance.

The importance of the Observers Scheme in the complaints handling mechanism has further been highlighted with implementation of the IPCCO. To enhance observers' understanding of their statutory functions and the revised Force guidelines that seek to facilitate performance of observers' duties including improvement to notification of interviews or collection of evidence, the Complaints Against Police Office (CAPO) and IPCC Secretariat jointly organised an "Observers' Briefing" on May 26.

Speaking at the briefing session, Assistant Commissioner (Service Quality) Wong Fook-chuen said: "The Observers Scheme helps demonstrate that complaints are handled or investigated impartially and thereby enhances public confidence in the complaints handling mechanism. I note that observers have also put forward a number of valuable suggestions throughout the seminar and CAPO would review its procedures constantly to facilitate the observations as far as practicable."

The next day, led by Mr Wong, Complaints and Internal Investigations Branch Chief Superintendent Fan Sik-ming and CAPO Senior Superintendent John Ribeiro, seven IPCC members, Mr Yeung Yiu-chung, Dr Tse Tak-fu, Dr Lam Chi-kit, Mr Clement Tao, Professor Stephen Cheung, Ms Emily Cheung and Mr Eric Cheung, and IPCC Secretary, Mrs Philomena Leung, visited Mong Kok District. Meeting the party on arrival was Mong Kok District Commander Steven Carruthers.

The visit was organised to enhance the members' understanding of the Force's strategies against vice activities and the difficulties being faced by frontline officers whilst carrying out their duties.

Enactment of the Independent Police Complaints Council Ordinance will further enhance the effectiveness of the complaints handling mechanism
