The first ever Force Research Award Scheme (FRAS) was successfully concluded amid waves of applause and cheers on September 4. At a presentation ceremony, nearly 20 award winners received prizes and certificates from Deputy Commissioner (Management) Tsang Wai-hung, Police College Honourary Advisors Lee Ming-kwai and Fung Siu-yuen. It was witnessed by over 200 guests including senior Force members, representatives from various formations, Police College's Honorary Advisors and Associates, and the families and friends of the award winners. Each Award marked a significant accomplishment of their effort for Police-related researches that every Force member can take pride in.

Apart from bringing recognition to the outstanding research work, this ceremony marked a beginning of applying the spirit and methodology of research in the context of policing. As the officiating guest Mr Tsang pointed out: "Research is a systematic process which employs scientific methodologies for seeking solutions to contemporary policing challenges. I strongly encourage Force members to participate in research work. The whole process will enhance our professional qualities and its output can serve as valuable references for Force management to frame future policies."

Since the FRAS opened for application in May last year, the Police College has received a total of 45 submissions from 66 disciplined and civilian colleagues. Nineteen officers were awarded for their research work after meticulous review by the independent adjudicating panel:

A study on the Generation and Knowledge Gaps in the Hong Kong Police Force SP Tam Chak-hang

Hong Kong Police College, Kowloon West and New Territories Regions were awarded respectively the Gold, Silver and Bronze prizes of the Best Performed Major Formations, which were based on the total number of papers and aggregated score of respective formations.

Moving forward, the FRAS will continue to serve as a catalyst in encouraging research application in policing, at both theoretical and practical levels. The winning papers will be introduced in the upcoming issues of OffBeat .
