CLSC a handy aide-memoire for supervisory officers |

The Central List of Supervisory Checks (CLSC) developed by Service Quality Wing (SQW) will be rolled out on October 2. It is intended to be used as a handy aide-memoire that shows all supervisory checks required of supervisory officers at the ranks of Assistant Commissioner to Sergeant. SQW Senior Superintendent Cecilia Ng Suk-fun stated this when SQW provided an update on the CLSC. SSP Ng also emphasised that the CLSC is an advisory system. "It must be noted that the CLSC is not to be construed as a checklist, but a readily available list of supervisory checks for the information of supervisory officers. Currently those orders are contained in various manuals, Force orders and Headquarters Orders. For the purpose of the CLSC only supervisory checks will be included, whilst process checks, equipment checks and audit checks are excluded. Checking of fingerprints by an OC Case (FPM 46-02(9)) is an example of a process check, whilst inspection of items on a kit list (FPM 14-25) is an example of an equipment check," she added. She further pointed out that the availability of the CLSC does not absolve officers of the need to refer to relevant mandated orders or instructions where necessary, and this is precisely why hyperlinks to respective orders have been built into the CLSC.
Background During a visit to New Territories North (NTN) Region in March 2007 by the Deputy Commissioner (Operations) and Director of Operations, the issue of compliance with supervisory checks was raised. As a consequence, NTN Headquarters and SQW collaborated on development of a searchable database that will facilitate identification and listing of supervisory checks required under various procedures and orders mandated by the Force. The initially developed list that contained some 80 mandated checks was piloted in NTN Region in October 2007. Feedback was encouraging as all respondents considered the database useful; with 87 per cent of them stating that they strongly supported full implementation of the database.
Development and Scope of CLSC SQW assumed ownership of the development project in 2008. The CLSC is designed to support frontline officers as a key tool for enhancing awareness, compliance as well as supervision by the local management team.To properly populate the list, a special team comprising three Police Constables under the JPO Mentorship Scheme was formed. Between March and June this year, Police Constable (PC) Lo Yau-him of TFSU E&C T HKI, PC Ng Kwok-sun of PSU 2 MKDIST and PC Lee Kwok-yiu of PSU 2 SSPODIV identified a total of 175 mandated checks returned from policy holders and from examination into all orders. Of these, 62 are considered suitable for inclusion in the CLSC at this stage. The remaining checks are either not time specific or fall into the categories of process, equipment, and audit checks and hence are excluded. Supervisors must not lose sight of their responsibilities over these other checks not included in the CLSC. All checks must be carried out in a diligent manner. The opportunity was also taken to identify and remove ambiguities contained in a number of orders during the filtering exercise. For instance, orders that are ambiguous in terms of officer responsible, frequency of checks and intent of the order.
Usage The CLSC, presently in Excel spreadsheet format, will be accessible via a dedicated CLSC hexagon on the POINT Homepage (for the first three months after roll out).Access will also be available at any time via SQW Homepage, Frequently Used Internal Links hexagon on POINT, Force NoticeBoard, and POINT Index Page. Users can search the CLSC by rank (listed in alphabetical order) or post to produce a list of checks with the mandated frequency of that check and the gist of the relevant order. A hyperlink adjacent to each check allows the user to view the full content of the order. The CLSC will be an evolving database with regular updates by SQW. Policy Bureaux are therefore advised to inform SQW of any newly mandated supervisory orders or any changes to existing supervisory orders in the future.
