Officers develop e-learning package

Sergeants Tsang Chi-bun and Cheung Chin-man, as well as Police Constable Lee Siu-fung are the masterminds behind the Hong Kong Island Emergency Unit (HKI EU) e-learning package - an interactive multimedia training tool for EU starters. Since the launch of the tool, many frontline officers have used it as an aid to the traditional text-based teaching materials, e.g. the Force Procedures Manual. Moreover, its eQuiz feature, which provides an interesting way for learners to test their grasp of the subject, has gained good rapport.

Inspired by a similar e-learning package in Drill and Musketry, the trio applied similar technology in EU training. "We strive to maximise the Force's intellectual capital by referencing good practices across-the-board. Digitising training materials is definitively worth pursuing, as it is both environmentally friendly and cost effective," they noted.

When asked what had motivated them to embrace a lifelong learning attitude, the officers said: "The world is becoming increasingly knowledge-based at a breathtaking pace, including Hong Kong."

Taking changes in the Internet landscape as an example, they explained: "While we are still trying to figure out the full implications of Web 1.0, Web 2.0 has already taken a life of its own - triggering a chain reaction of exponentially growing, user-generated contents." As a result, lifelong learning to them is imperative in order to upgrade their capacity to respond to ever-changing societal needs and expectations.

They have recently volunteered themselves as Knowledge Management (KM) Administrators, with a view to promoting KM in the Force as Force KM Ambassadors.
