A joint effort in the form of a "Fresh Community League" against abuse of psychotropic drugs by teenagers was launched in Tsz Wan Shan Community Hall on August 29. The League was formed by various stakeholders in Wong Tai Sin District, including the Police, District Council, District Fight Crime Committee, non-government welfare organisations, schools, hospitals, and government departments. The Secretary for Security, Mr Ambrose S K Lee, together with community leaders, officiated at the ceremony and kicked off the "Fresh Express", an anti-drug programme of the League, as well as a series of anti-drug activities. Wong Tai Sin District Council Chairman, Mr Li Tak-hong, also presented medals to officers of the Wong Tai Sin District at the ceremony, in recognition of the endeavours and success the officers had made in tackling the problems of youth drug abuse. Mr Li also called on the officers to keep up their good work with concerted efforts of the community in the fight against drugs. The "Fresh Express", in which the Police will play an active role, is a comprehensive district-based programme that will last for one year to prevent and deal with teenage psychotropic drug problems with a multi-agency approach. It has enlisted the assistance of health care sector, social welfare sector, community organisations and leaders, government departments including Police, schools, parents and teenagers. Efforts will be dedicated to helping teenage drug addicts solve their problems, promoting parental education, strengthening the collaboration between schools and community, and building a network of district-wide collaboration. Supported by the Beat Drugs Fund, a series of anti-drug events will be held under the "Fresh Express", such as talks, forums, training, and cartoon competitions. "Fresh Ambassadors" will also be recruited and trained to design educational anti-drug activities for schools and community. In support of the "Fresh Express", Our Lady of Maryknoll Hospital will provide teenagers in need of assistance with outpatient services together with body checks and counselling services to make them realise the harm of drugs. It is hoped that the "Fresh Express" can help reduce drug-related risk factors through integrated means so that teenagers can grow in a drug-free environment.
