For Strategic Action Plan 2010-2012, Regional Commander New Territories South (NTS) has been appointed as Project Manager for Project 3.3 of "Promoting Total Participation in Intelligence Gathering Across the Force" which is one of the major projects for "Strengthening Criminal Intelligence Gathering Force-wide".

To complete its project, NTS has set three operational targets - (1) inculcating a culture of Intelligence Gathering (IG) into the daily duties of all officers; (2) encouraging participation in the Force Criminal Intelligence System (FCIS) with support and supervision; and (3) piloting and promoting identified good IG practices.

Adopting the three "As" approach, namely "Awareness", "Acceptance" and "Action", NTS is organising a series of promotional activities and workshops to enhance officers' knowledge of IG and enlist their support for its project.

As a start, NTS Regional Commander Tse Shu-chun conducted two briefings for officers above the rank of inspectorate in April on the objectives, rationales and implementation plan of Project 3.3.

In the following month, NTS Crime Headquarters held 12 presentation sessions for inspectorate frontline commanders to promote the Project.

Last month, a District Briefing Team was formed for the briefings to be held this and next month for Non-commissioned Officers and Junior Police Officers.

All NTS officers are poised to try their best to help attain the three operational targets for the project of "Promoting Total Participation in Intelligence Gathering Across the Force".
