Operation of e-FSMS in Regions gathers momentum

Rollout of the electronic Force Safety Management System (e-FSMS) in Regions is now underway and mid last month Assistant Commissioner (Support) Peter Hunt had a meeting with all Regional Occupational Safety and Health representatives to discuss arrangements for operation of the new system in Regions.

The e-FSMS is an online database for storage and communication of a variety of safety risk information, including on-line safety risk assessments, on-line "Top X" submission, on-line accident reporting, on-line display screen equipment (DSE) assessments, and on-line data warehousing of minutes of meetings.

The system was first used in Policy Wings to ensure that it will ready for the real test in Regions, where the vast majority of safety risks and accidents are found. The system has been designed in such a way that people familiar with using e-mail and the Internet should have a relatively intuitive grasp of what to do.

In his opening address, Mr Hunt said: "This is a good system that is effective and, in DSE and accident reports alone, will bring considerable time and cost savings to the frontline. The end result will be a safer working environment for our officers and so the sooner we roll out the better."

The revised DSE arrangements rely on self-training and self-risk assessment and the process is now entirely automated from the moment an officer's UI is entered into the system. For the majority of Force members the whole process will now take no more than 15 minutes to perform, whereas in the past it would take two persons nearly 90 minutes. Risk assessments are automatically filed with officers' UI and will automatically be passed from one register to another upon transfer of the officer concerned. This will save space in terms of storage and time in filing and retrieving the assessments.

Similar to on-line accident reporting, once data have been input it can be retrieved for dissemination to all officers without the need for manual collation and submission of returns through the chain of command. Thus a more accurate and real time picture will be available.
