Officers attend training in Jakarta

Chief Inspector Harbour Chan Hoi-kong from Hunghom Division and Senior Inspector Swalikh Mohammed from Regional Intelligence Unit Hong Kong Island attended the Regional Executive Leadership Programme (RELP) course at the Jakarta Centre for Law Enforcement Co-operation (JCLEC) in June.

RELP is jointly organised by the Indonesian National Police (INP), Australian Federal Police, Australian Institute of Police Management, JCLEC, British National Policing Improvement Agency, and Charles Sturt University in Australia. It is aimed at developing course members' organisational and leadership skills, with focus on the challenges of fighting terrorism and transnational crime. 

The curriculum has been designed to enhance research and critical thinking, and course members are exposed to a wide range of new ideas, best practices, methodologies and leadership theories.

This year 32 representatives from 15 countries participated in the four-week programme, including Indonesia, Australia, Brunei Darussalam, Cambodia, Hong Kong, Korea, Laos, Malaysia, Peoples Republic of China, Singapore, Thailand, the Philippines, the United Kingdom, and Vietnam.

Leading experts on terrorism and representatives from anti-terrorism units of INP presented lectures, shared insights, and conducted in-depth case studies and discussions on major contemporary terrorist attacks. Course members were required to submit a paper and give a group presentation to a panel on specific transnational crimes and leadership challenges in policing.

Harbour and Swalikh were very impressed by the professionalism of the RELP staff. From accommodation and catering to household and IT support, the staff showed considerable dedication to ensuring course members were provided with the best learning environment. Their hospitality and passion also helped course members quickly settle down in a new learning environment.

Through team-building exercises, in-class interaction and extra-curricular activities, course members came to know and work with each other, shared knowledge and experience both in jobs and personal lives, and built a network for future co-operation in counter-terrorism and transnational crime.

Harbour and Swalikh have gained a lot from the RELP programme. At the end of the programme, all course members displayed a strong sense of commitment to foster strategic regional partnership, and build a network for sharing ideas and reinforcing co-operation. They also left the programme with fond memories and friendships.
