KWTDIST rolls out e-learning package
on Integrity Management

In support of the Strategic Direction 2.2 to promote Integrity Management, the Kwai Tsing District (KWTDIST) has formed an ad hoc working group to produce an e-learning package known as "Walking with Integrity". After several months of hard work, the package was rolled out last month for use on Formation Training Day.

Accompanied by explanatory captions and voice-over to help users, the e-learning package uses the "Integrity Four Plus Seven", namely the "Four Way Values" Judgment and the "Seven Behavioural Guidelines for the Force Values of Integrity and Honesty" as the cut-in point for exploring different integrity management issues. It provides users a platform for a multi-faceted examination and discussion of integrity related issues through five topics: "Short Stories About Integrity", "Implementation of Action Plans", "Small Tips on Performance of Duties", "Essentials of Integrity" and "Case Samples".

Integrity Four plus Seven

The idea of the "Integrity Four Plus Seven" is the core component of the e-learning package. To enhance officers' understanding of the "Four Way Values" Judgment and the behavioural guidelines, the package illustrates three study cases and four "Short Stories About Integrity". They are all presented in a concise and lively way to ensure that officers can raise their awareness of "Integrity Management" and be stimulated to apply every way of Judgment and the seven Behavioural Guidelines when they face a professional or ethical dilemma.

"Implementation of Action Plans" highlights the District characteristics and the District Action Plan and reminds officers of the relevant significant behavioural guidelines in implementation of the District Action Plan. "Small Tips on Performance of Duties" includes a list of "Do’s and Don’ts" guidelines drawn up by different units in the District. These guidelines are listed in the package in an organised way so as to enable officers to know how to apply the behavioural guidelines in their daily work in accordance with the unique duties of different units.

"Essentials of Integrity" outlines the organisation and functions of the Formation Integrity Committee. Useful integrity management-related links are provided to give officers a quick-pick to relevant information on integrity management. The topics of "Case Samples" were chosen from various media concerning cases of integrity management for learning purposes.

The project leader, Tsing Yi Assistant Divisional Commander (Administration) Tse Tat-hung says that owing to the large amount of information, members of the working group faced a dilemma whilst trying to choose suitable and appropriate integrity management topics. Luckily, the management of KWTDIST gave a lot of support for the production. The first draft of the e-learning package was finally brought to completion with their incessant encouragement and suggestions during the production period. The first draft was later introduced to New Territories South Regional Commander Tse Shu-chun and various District Commanders. Mr Tse had given guidance and useful suggestions. The working group not only synthesised and analysed different suggestions, but also had them modified before rolling out the final version.

Up-to-date learning package

On training days, officers actively participated in discussions about case scenarios and expressed their views on their own initiatives. Through interactive discussions, officers were able to get a thorough understanding of "Integrity Management" and application of the seven "Behavioural Guidelines" and the "Four Ways Values" Judgment.

The package will be uploaded to the KWTDIST website for learning purposes. To keep the learning package updated, the group members have worked closely with the Divisional Integrity Management Working Group with a view to delivering up-to-date information and enhancement on the learning package.

To maintain a high standard of integrity management, the involvement and participation of all officers in the District are the key to success. The working group hopes that the new learning package would help fellow officers reinforce Force Values and develop their professionalism.
