TB HQ boosts officers' knowledge on
Drug Recognition and Impairment Test

To combat drug driving more effectively, the Government submitted preliminary proposals to the Panel on Transport of the Legislative Council on July 23. The proposals include empowering the Police to conduct Impairment Test on persons suspected of drug driving. If the persons do not come out well in the test, the Police may require them to provide body fluids for further examination.

Public consultation on the preliminary proposals will conclude this month, and the Government anticipate that the legislative process will be completed in mid-2011.

At the invitation of Traffic Branch Headquarters (TB HQ), a UK expert, Mr Stephen Collier, conducted a seminar on Drug Recognition and Impairment Test on August 13 for a large audience of traffic officers, including those at supervisory ranks.

Mr Collier elaborated on the principles and application of Drug Recognition and Impairment Test, and pointed out that people will have different reactions to different types of drugs. The purpose of Impairment Test is to assess a driver's ability to make a reasonable judgment on time, space and distance, he said.

Mr Collier also answered many questions from the floor and exchanged views on the two subjects with the audience.
