Kowloon East Regional Commander Suen Kwai-leung has commended Senior Inspector Lam Chi-yin, Sergeant Wong Kwok-kay and Senior Police Constable (SPC) Law Chi-ming, all from Accident Investigation Unit, Traffic Kowloon East, for their outstanding performances in investigating a traffic accident in which a police constable was seriously injured on duty.

The accident occurred in August 2009 when PC Ling Siu-ngai of Traffic Kowloon East was hit by an overloaded heavy goods vehicle from behind whilst performing motorcycle duty during an enforcement action on the Kwun Tong Bypass. As a result, the officer was trapped under the vehicle and his right leg was subsequently amputated.

The driver of the heavy goods vehicle was jailed for nine months by the District Court for dangerous driving and other offences.

Mr Suen also presented letters of appreciation to two eye-witnesses of the accident, a member of the public, Mr Cheung Yik-hin, and SPC Chan Hin-ko of Railway District for providing valuable information for investigation of the traffic accident and for testifying in the District Court.

PC Ling is well on the way to recovery. He is grateful to his colleagues for their encouragement and support and is looking forward to returning to duty.
