OPS KE hosts workshops
on professional response to major incident

Operations Wing Kowloon East (OPS KE) continues to provide workshops to officers in the Region, based upon a major incident response as detailed in the recently amended Major Incident Manual (MIM).  The role of the Forward Control Point (FCP) and on site management was previously covered in all Districts and now it is the turn of the first responders to be put through their paces.

"The role of the first responding officers is critical to the overall outcome of how any incident is handled and when carried out properly ensures a smoother hand over to the FCP team when they finally set up," said Chief Inspector (CIP) (Operations Kowloon East) Simon Southgate.

In an afternoon of interactive presentations, officers from Traffic, Police Tactical Unit, Patrol Sub-units, Emergency Unit and Regional Command and Control Centre Kowloon worked through a number of different scenarios requiring them to coordinate the activities of all the emergency services attending the scene.

"The initial scene of a major incident will present the biggest problem as there will inevitably be a degree of chaos and uncertainty. It is in this environment that cool heads must prevail to ensure a professional response. The MIM provides an excellent guideline in what needs to be done but officers cannot wait until an incident occurs before becoming familiar with its contents. Our workshops allow them the opportunity to work through action on the ground and make mistakes so that on the day they have the confidence to get it right first time", CIP Southgate added.

The next stage of the programme will be aimed at incident command at Regional Commander level.
