He pointed out that the law and order
situation in Hong Kong was a testament to the efforts of the Force, in
particular to police officers on the frontline.
"Tomorrow, you will take up your first and the most vital role that you
can have in your careers in the Force. As an officer in a Patrol
Sub-unit, you will be at the 'sharp end' of frontline policing in Hong
Kong.
"Everyday, when you walk your beat, you may be called upon to handle a
vast array of incidents - to provide a fast and effective response to
emergencies, to prevent and detect crimes, to maintain social order and
to mediate in disputes," he said.
Mr Tsang went on to say that the graduates would be required to think
and act under extreme pressure - the kind of pressure that many people
could never appreciate - and expected to remain calm, collected and
respectful, when others around them had lost control.
He told the graduates that their role as a police officer was not
merely to respond to incidents.
"We are there to serve the community, to reach out and find out about
concerns, feelings and ideas, and where practical, to share those
concerns and work in partnership with the community to address them.
"As a Patrol Sub-unit officer, you have daily interaction with the
people on the streets. You must engage the communities and bridge the
gap of understanding between Police and members of the public. You must
show you care about our people," he noted.
Mr Tsang encouraged the graduates to continue to uphold Force Values,
no matter they were on or off duty.
"Force Values are the cornerstone for all of our actions, our
decisions, and our behaviour. Whenever in doubt as to the course you
should take, then consider our values - Force Values - and you will be
guided to the correct path.
"When you live up to Force Values, when you rise to challenges
everyday, when you engage with the community, and when you serve them
well, you will become a trusted and respected leader in the community,"
Mr Tsang said.
A total of 31 probationary inspectors and 205 recruit constables
marched out on their graduation day.
