Officers trained up as Impairment Test Instructors |

In preparation for enactment of new drug driving law, 20 officers were trained up as Impairment Test Instructors by three National Instructors from the United Kingdom from February 28 to March 11. The 5-day course the officers attended was very demanding and is the first of its kind ever held in a non-English-speaking city in Asia. At the end of the course, each of the trainees was presented with a certificate issued by the Association of Chief Police Officers in the United Kingdom. As part of the training, local drug and poison experts, Dr Lau Fei-lung and Dr Tse Man-li of the Hong Kong Poison Information Centre gave lectures on human physiology and the effect of drugs on human body. The current situation of drug abuse was also introduced with the help of Narcotics Bureau. The mid-week examination and the final written and practical examinations ensured that the trainees would acquire a high standard and the skills recognised by ACPO. The Impairment Test Instructors will take up the role of training frontline officers on drug influence recognition and the performance of impairment tests. By the time new legislation is enacted, the Force will be well prepared for taking enforcement action against drug driving.
