At the invitation by Police College in collaboration with Support Wing, Controller (Procurement), Mrs Cassandra Chui, and two Chief Supplies Officers (Procurement), Ms Magda Chan and Mr Rom Chung, all from the Government Logistics Department, spoke on "Stores and Procurement Procedures and Contract Administration" at a Management Development Programme (MDP) seminar at Police Headquarters on August 24. The seminar aimed at not only offering a platform for exchanging views, but also promoting understanding of procurement procedures and contract administration as well as handling enquiries from police officers. Mrs Chui started the seminar by briefing the audience on its objectives, followed by Ms Chan who explained the procurement principles and authority, tender procedure, contract administration and related matters. Mr Chung then introduced the marking scheme, strategies and various requirements related to procurement of stores. He also cited examples to illustrate why certain tenders were rejected under the existing system. The seminar concluded with Mrs Chui taking questions from the floor. The seminar was well received by more than 200 participants, including police officers and civilian staff, who actively took part in the question-and-answer session to benefit from the speakers' experiences. Force members are welcome to visit the voice recording of the seminar at the Learning Portal in the Knowledge Management database through POINT. The next MDP seminar on "Influence of Hong Kong Policing on Mainland China" will be held on September 26. |
