Force pulls off six awards in Civil Service
Outstanding Service Award Scheme

 


The Force has pulled off six awards, including two gold awards, in the Civil Service Outstanding Service Award Scheme 2011. The award presentation was held at the Hong Kong Convention and Exhibition Centre on September 12, with the Acting Chief Executive, Mr Henry Tang, the Permanent Secretary for the Civil Service, Mr Raymond Wong, and members of the Legislative Council officiating.

Deputy Commissioner (Management) Lee Ka-chiu, leading a party of Force representatives from various Formations, received two Departmental Awards: Gold Award of "Service Enhancement Award" and Silver Award of "Best Public Image Award".

Also present to show their support for their staff and Force awardees were Assistant Commissioner (Service Quality) Wong Fook-chuen, Assistant Commissioner (Operations) Wong Chi-hung and Regional Commander New Territories South Tse Shu-chun.

It is worthy of note that the Gold Award winning teams have outshone all other contestants from various government departments in both the initial and final interviews, as well as written submissions. On departmental level, it is the first time the Force has won the championship of the "Service Enhancement Award", with the winning team comprising officers from Service Quality Wing and Police Public Relations Branch.

The team leader, Superintendent (Service Standards) Ade Lam, still has a vivid memory of how the Adjudicating Panel was impressed in the final interview by the team's presentation on the Force's commitment and continuous efforts to provide quality services for both internal and external customers, as evidenced by the enhanced services of the Junior Police Call, Police Public Page and Living-the-Values Wave VII Workshops. The panel comprised members of the Legislative Council and District Councils, professional bodies, staff side of the Central Consultative Council and senior directorate officers of the Civil Service Bureau.

Another Gold Award winner is the Police Negotiation Cadre, which has captured the title of "Crisis/Incident Support Service Award", which is a new team category introduced in 2011. The officer-in-charge of the cadre, Superintendent Gilbert Wong, is pleased that the cadre's crisis support services have earned public recognition and appreciation.

The Force has also won the Silver Award of the Departmental "Best Public Image Award" which went to the three departments receiving the highest number of votes from the public and members of the Legislative Council and District Councils. After joining the "Service Enhancement Award", the Force was automatically included as one of the contestants for the "Best Public Image Award".

In addition, the Force has notched three Merit Awards in other categories, namely the inter-departmental "Partnership Award" by Marine Region with the "Versatile Maritime Policing Response" project, "Specialised Service Award" by New Territories South Region with "Project Sparkle" (a voluntary police service for the rehabilitated), and "Regulatory/Enforcement Service Award" by Licensing Office with its centralised computer system.

The Civil Service Bureau has operated the Civil Service Outstanding Service Award Scheme since 1999 to promote a citizen-centric culture and encourage the pursuit of excellence in the delivery of public services. There are two levels of awards, departmental and team, with different categories under each level. The assessment criteria are mainly based on "Service Strategy and Objective", "Service Design", "Service Implementation" and "Result".

Congratulating the Force awardees for their contribution and achievement in service excellence, Mr Lee encouraged all Force members "to strive for service quality and continuous improvement in all we do, and in serving the public with pride and care."

The winning teams' written submissions have been uploaded to Service Quality Wing website for knowledge and experience sharing. The winning team members will also share their personal experience and feelings about joining the Award Scheme in subsequent OffBeat articles.
