In the past few years, complaints against police arising from traffic law enforcement accounted for over 20 per cent of the overall complaint figures. Some of these complaints would have been avoided if the drivers had a better understanding of police traffic enforcement measures and their procedures. Such complaints may also be reduced if public expectations in this regard could be properly met. In view of this situation, the Force Committee on Complaints Prevention has launched a Force-wide leaflet design competition, which focuses on prevention of complaints arising from traffic enforcement. The leaflet, to be distributed to drivers through various channels, will focus on drivers' responsibilities on the road; police enforcement principles related to compliance with law and practices as well as objectives; and handling of complaints of unjustified issue of fixed penalty tickets. Details of the competition are spelt out on the posters put up on police premises and on the Complaints Against Police Office webpage on Police Intranet (POINT). |
