Champions on challenges of winning civil service award

This year, the Force has won the Gold Award of the departmental "Service Enhancement Award" (Large Department) in the "Civil Service Outstanding Service Award Scheme" organised by the Civil Service Bureau every two years. The Force Champion Team made up of officers from Service Quality Wing and Police Public Relations Branch (PPRB).

The Champion Team members were Superintendent (SP) Ade Lam, Chief Inspector Wayne Sum, Senior Inspector (SIP) Ricky Cheung, Sergeant Thomas Chung, Police Constable (PC) Li Lit-fai and Woman Police Constable (WPC) Rinky Chan. The team outshone all other contestants from various government departments in both the initial and final interviews as well as written submission during the very demanding adjudication process.

The team leader, SP Lam from Service Quality Wing, pointed out that the Adjudication Panel were impressed in the final interview by her team's presentation on the Force's commitment and continuous effort to provide service excellence for both internal and external customers, as demonstrated by the services provided by Junior Police Call (JPC), Police Public Page and Living-the-Values Wave VII Workshops.

Team members' comments

For former host of the TV programme "Police Magazine", SIP Cheung, it is a privilege for him to take part in this challenging competition. He knew very well that to stand out from the other contestants, the flow of presentation and presentation skills would make a difference for the Champion Team, besides good contents.

"As members of the Adjudication Panel had to assess the performances of many other teams, arousing the adjudicators' interest and attention would be the key to success. After a lot of brainstorming among team members, we adopted an innovative approach for our presentation. We used four 'hearts' to introduce our theme, namely 'determination', 'dedication', 'concerted efforts' and 'enthusiasm'. We also made use of two frontline officers' stories and feelings in a bid to appeal to the adjudicators' emotions and gain their recognition. We also played two video clips, including one on the Police Stories uploaded onto the Police Public Page, and a trailer incorporating the winning entries to the Living-the-Values Workshops Wave VII video clip competition, making our presentation more lively and diverse," said SIP Cheung.

Highlighting the main points of his presentation, SIP Cheung continued: "I mentioned that the Force had all along been striving to enhance service quality for the public with determination. It was as early as in 1996 when the Force Vision, Statement of Common Purpose and Values were formulated and the culture of 'Serving with Pride and Care' was promoted to make all Force members work together towards the common goal. We also carry out our duties with dedication and great effort. To meet one of the Force's Strategic Directions, 'Engaging the Community', a proactive and comprehensive public relations strategy was launched to engage all sectors of the community. Force members at all levels make a concerted effort to achieve this goal with enthusiasm."

WPC Chan from PPRB's JPC Section, who was a JPC Advanced Leader before joining the Force, said: "With the experience of a master of ceremony in large-scale functions and the host of a radio programme, I thought I could use my presentation skills and handled the competition easily. However, having been reminded by my teammates, I realised that I needed to include some 'performance' skills in the presentation so that I could impress the adjudicators with my character. I've learned a lot from the competition process. I'm most impressed by our team's preparation for the competition and the thoroughness of every drill. This has reflected the concerted efforts and team spirit of my teammates."

During the presentation at the final competition, WPC Chan, dressed in the uniform of a JPC Advanced Leader, introduced the enhanced JPC Scheme, and shared with the adjudicators the changes she had gone through and her feelings after joining the JPC.

Another team member, PC Li from Quick Response Force New Territories North, said: "As a frontline officer, I'm very proud of being a member of the Force presentation team. It's really an honour for me to represent the Force and tell the judges how we frontline officers go extra mile to promote Force Values. Preparation for the competition was so difficult and challenging, especially for me because I don't have any presentation experience at all. I was worried at the beginning, but thanks to the support and guidance by my teammates, I became more confident all the way. This is a very precious experience for me indeed."
