CP attends INTERPOL General Assembly

Commissioner Tsang Wai-hung attended the 80th INTERPOL General Assembly in Hanoi, Vietnam, from October 31 to November 3. INTERPOL's supreme governing body, the General Assembly meets once a year to endorse major policy decisions. The 80th session brought together more than 630 police chiefs and senior law enforcement officials from 142 member countries.

Assistant Commissioner (Crime) Lo Mung-hung, Commercial Crime Bureau Chief Superintendent Chung Siu-yeung and Liaison Bureau Senior Superintendent Wong Ying-wai joined the Commissioner at the assembly as part of the Mainland delegation.

Heading the Mainland delegation was Deputy Director General of the National Central Bureau (NCB) China, Mr Xue Dongzheng. Other members of the delegation included senior officials from the Macao sub-bureau.

The theme of this year's General Assembly was "Connecting Police for a Safer World - Strong Partnerships, Innovation and Capacity Building". During the four-day session, delegates endorsed a series of measures that will give INTERPOL an even better platform to build partnerships and develop innovative solutions for combatting 21st century crime. Many issues were discussed, including enhanced use of INTERPOL's tools to combat crimes such as online sexual exploitation of children, maritime piracy, firearms trafficking and fugitive investigations.

With the advances in technology resulting in increasingly fast information exchanges, one of the key resolutions adopted at the meeting was related to INTERPOL's rules on processing of data to ensure that the necessary IT developments are implemented to assist staff at the General Secretariat Headquarters in Lyon and officers working in the National Central Bureaus around the world. The INTERPOL membership has increased to 190 after delegates voted to admit Curacao, Sint Maarten and South Sudan into this international organisation.

The General Assembly also offered an opportunity for Mr Tsang to hold bilateral meetings with some existing and potential strategic partners, including Vietnam, Cambodia, Indonesia, USA and Colombia, etc. Vietnam's Vice Minister of Public Security commented: "Hong Kong Police is one of the best police forces in the region and in the world. We are looking forward to enhancing co-operation with Hong Kong Police on tackling international crime and cyber crime."

Other parties agreed to enhance co-operation with the Force on intelligence exchange and capacity building. Cambodia committed itself to renewing a Memorandum of Understandings (MOU) on co-operation with the Force.  US Deputy Attorney General, Mr James Cole, also took the opportunity of attending the General Assembly to meet with Mr Tsang in Vietnam before his official visit to the Force on November 2.
