The Force provides a comprehensive infrastructure of care and support to all staff members and their families, including auxiliary police officers. The Force boosts staff quality and morale so that it can provide the best service possible to our community.

The Force considers that people are its greatest asset and consequently promotes a culture of caring for all Force members, including regular disciplined staff and civilian staff, their families, auxiliary police and retirees. The Force renders support to the families of Force members, is concerned about injured and sick officers, and arranges appropriate financial assistance to those in need. Moreover, the Force helps the junior police officers living in police married quarters to form co-operative societies to promote neighbourhood and mutual help, which in turn motivate the officers to work happily and serve the community wholeheartedly.

The Chairman of the Sheung Shui Police Married Quarters Co-operative Society, Mr Cheung Kwong-cho, supports this positive approach to promote the spirit of mutual help in a small community - police married quarters. He says: " The majority of the residents in the quarters are members of the co-operative society. We organise activities such as outings, talks and social gatherings to foster the harmonious relationship among members. With the support of the Force Management, the co-operative society actively promotes a caring culture in the police married quarters so that officers can concentrate on their jobs without worrying about the safety of their family members at home."

The Force also liaises with retired police officers' associations in Hong Kong, Britain and Canada for the welfare of retirees.

Nurturing our children  Raising our social responsibility

The Police Children Education Trust and Police Education and Welfare Trust provide bursaries, grants and scholarships to help children of both regular and auxiliary officers pursue their education. For example, the daughter of auxiliary police sergeant Chan Chi-ming has benefited from the Police Children Education Trust. He says "I deeply appreciate the support and care given to police children from this Trust."

The Force also provides a number of corporate schemes for civilian officers as well, such as the Hotel Corporate Rate Scheme and the Bulk Purchase Scheme. Furthermore, the Force encourages its staff to practise social responsibility. In this respect, there are now over 40 volunteer teams in the Force, providing a variety of volunteer services to the community.

Forging mutual trust and partnership Instilling concept of financial prudence

The Staff Associations endeavour to enhance the welfare of officers and help them with their difficulties. By forging mutual trust and a good partnership with the Staff Associations, the Force Management cultivates a caring culture among Force members.

The Force has been actively promoting the concepts of healthy lifestyle and financial prudence among officers. Through ongoing education and publicity programmes, the Force is also promoting the concept of prudent family and personal financial management. In addition, the Financial Helppage on POINT and the Financial Helpline provide one-stop financial services and information on how to seek help.

Furthermore, the Force is endeavouring to make officers and new recruits more aware of financial management so that they would start financial planning at an early stage of their career, in line with the concept of financial prudence advocated by the Force.

Working hand-in-hand  Promoting physical health

Being a caring Police Force, the Force is concerned about the needs of officers. To promote regular exercise and healthy lifestyle, it regularly allocates considerable resources to organise different leisure activities with the Police Sports Council and the Police Arts Council. Information on the importance of maintaining a healthy diet and physical fitness is provided through different channels, including training, workshops, seminars and provision of DVDs. The Force is also dedicated to maintaining the food quality and hygiene in 52 police canteens, two police clubs and two recreational centres.

Developing psychological qualities 
Cultivating a caring culture through peer support

The Force has been taking a multi-pronged approach to help officers build up their resilience and enhance their psychological qualities by organising mental health promotion activities on a regular basis; advocating the importance of work-life balance; disseminating knowledge of health and psychology on POINT and other media; providing comprehensive support to frontline officers during large-scale operations and critical incidents to ensure they are in their best conditions in dealing with challenges; providing a professional, timely, and confidential counselling service; and setting up the "Carelinks Cadre" comprising officers at different ranks, with the aim of cultivating a caring culture among peers.
